Improved License Plates v1.7

This is a simple mod that replaces truck and trailer plates with their appropriate commercial motor vehicle variants, and corrects the serial formats of these plate series.

- Changed fonts to SDF format for 1.44

- Improvements to thickness and readability on several fonts via SDF generation settings

- TODO layout for vertically stacked county codes is slightly broken by the change in font rendering and will be amended in a later update
